The IMF-JC, at its 1st Strategic Committee Meeting held today from 1:30 p.m., confirmed the following way forward for the 2010 Spring Offensive.
- 1. The IMF-JC, at its 52nd Discussion Committee meeting held on December 1, confirmed its 2010 Spring Offensive Drive. Its industry-based, corporate association and individual unions will set their demands based on this policy.
- 2. The 2010 Spring Offensive will take place under harsh economic and employment conditions, but we must ensure security and stability in daily lives by maintaining jobs and stopping the decline in wages and household incomes. These initiatives are designed to call for "investment in people" at the minimum level for maintaining motivation and job satisfaction, and they are vital for preventing further decline in domestic demand. We must also demand that the investment necessary for the metal industry to continue to support the Japanese economy, such as the passing down of skills and technologies, enhancement of research and development capabilities, securing of personnel, and improvements in working conditions, will continue without interruption.
- 3. Based on this understanding, we will promote the 2010 Spring Offensive putting our efforts into initiatives including the following: (1) Maintaining wage levels and boosting livelihoods and domestic demand; (2) ensuring bonuses that protect livelihoods; (3) providing work-life balance through means such as shorter working hours and increases in overtime pay rates; (4) greater signing of intra-company minimum wages and increases in minimum wage levels; (5) increases in supplementary accident compensation benefits; and (6) stability of employment and improved working conditions for non-regular workers.
- 4. The general schedule for the 2010 Spring Offensive is as follows, and the IMF-JC will put all of its effort into its drive for this Offensive.
- The IMF-JC will state its views on Nippon Keidanren's "Report of the Committee on Management and Labor Policy" on January 20.
- The IMF-JC will hold its 2010 Spring Offensive Executive Meeting from January 26-27, and will strengthen the JC Joint Struggle by working to promote understanding of its Spring Offensive policy for each industry-based union and assert the IMF-JC views on the Keidanren report.
- Unions, primarily the designated union for aggregating responses, will submit demands by Thursday, February 25 and collective bargaining will begin promptly.
- The JC Joint Struggle Unified Response Day will be set for Wednesday, March 17, considering confirmation of the items from the RENGO 1st Expanded Strategy Committee Meeting, which set its peak negotiation period for March 17-18. In addition, the Joint Struggle will be expanded based on the independent initiatives of each individual union, aiming for conclusions within March.
- To support other unions who will be receiving responses following the Unified Response Day, the IMF-JC will set up small and medium-sized registered unions and publicize the status of their demands and the responses they receive.
- 5. The 2nd Strategic Committee Meeting will be held on Wednesday, January 20 from 10:00 a.m.
