Japan Council of Metalworkers' Unions (IMF-JC)
The IMF-JC, at its 1st Strategic Committee Meeting held today from 3:30 p.m., confirmed the following way forward for the 2011 Spring Offensive.
- The IMF-JC, at its 53rd Central Committee meeting held on December 7, confirmed its 2011 Spring Offensive Drive. Its industry-based unions, corporate union association and individual unions will set their demands based on this policy.
- The 2011 Spring Offensive will take place amidst ever-increasing uncertainty about the future of the economy, despite the overall recovery in metal industry performance. To quickly break the Japanese economy free from deflation and put it on the road to growth with a balance in domestic and foreign demand, stability in employment and eradication of uncertainty in livelihoods are essential. We must increase companies' vitality and competitiveness by ensuring high-quality jobs and establishing attractive wages and working conditions through investment in people, and we must strengthen our domestic production base and lead the way to economic growth through revitalization of the domestic market. To ensure that we move in this direction, all unions must pursue fair allocations of profits to working people while ensuring the regular pay raise amounts.
- The general schedule for the 2011 Spring Offensive is as follows, and the IMF-JC will put all of its effort into its drive for this Offensive.
○The IMF-JC will state its views on Nippon Keidanren's "Report of the Committee on Management and Labor Policy" on January 18.
○The IMF-JC will hold its 2011 Spring Offensive Executive Meeting on January 25, and will strengthen the IMF-JC Joint Struggle by working to promote understanding of its Spring Offensive policy for each industry-based union and asserting the IMF-JC’s views on the Keidanren report and their demands to corporate management.
○We will hold a Minimum Wage Liaison Meeting on January 26 and will share our thoughts on programs and efforts for 2011 based on the progress of minimum wage efforts in 2010.
○Unions, primarily the designated union for aggregating responses, will submit demands by Wednesday, February 23, and collective bargaining will begin promptly.
○The JC Joint Struggle Unified Response Day will be set for Wednesday, March 16, considering confirmation of the items from the RENGO 1st Strategy Committee Meeting, which set its prior negotiation period for March 14-20. In addition, the Joint Struggle will be expanded based on the independent initiatives of each individual union, aiming for conclusions within March.
○To support other unions who will be receiving responses following the designated union for aggregating responses, the IMF-JC will set up small and medium-sized registered unions and publicize the status of their demands and the responses they receive.
○The schedule for the period following the 3rd Strategic Committee Meeting will be determined separately, in coordination with the RENGO Joint Struggle Liaison Meeting.
- The 2nd Strategic Committee Meeting will be held on Monday, January 24 from 9:30 a.m.
